The Helsinki Statement on Health in All Policies, June 2013
Building on our heritage, looking to our future:
The 8th Global Conference on Health Promotion was held in Helsinki,
Finland from 10-14 June 2013. The meeting builds upon a rich
heritage of ideas, actions and evidence originally inspired by the
Alma Ata Declaration on Primary Health Care (1978) and the Ottawa
Charter for Health Promotion (1986). These identified intersectoral
action and healthy public policy as central elements for the
promotion of health, the achievement of health equity, and the
realization of health as a human right. Subsequent WHO global health
promotion conferences1 cemented key principles for health promotion
action. These principles have been reinforced in the 2011 Rio
Political Declaration on Social Determinants of Health, the 2011
Political Declaration of the UN High-level Meeting of the General
Assembly on the Prevention and Control of Non-communicable Diseases,
and the 2012 Rio+20 Outcome Document (the Future We Want). They are
also reflected in many other WHO frameworks, strategies and
resolutions, and contribute to the formulation of the post-2015
development goals.

ICPD Beyond 2014 Declaration Affirms Africa’s Commitments to Sexual
and Reproductive Health and Rights, October 2013
Following a week of intense negotiations, the Addis Ababa
Declaration on Population and Development in Africa beyond 2014 was
adopted on Friday, October 4, 2013 at the conclusion of the
Ministerial Segment of the African Regional Conference on Population
and Development. The declaration contains strong commitments by
African States on sexual and reproductive health and rights. It
calls for universal access to sexual and reproductive health
information and services, with particular attention to the needs of
adolescents, as well as emergency contraception, comprehensive
sexuality education and critical services for survivors of violence
against women and girls.

The Declaration of Hawaii - World Psychiatric Association (WPA),
1977
The Declaration of Hawaii was adopted unanimously by the General
Assembly of the World Psychiatric Association at its meeting in
Hawaii in 1977; and adopted in 1977 at the 6th World Congress of
Psychiatry in Honolulu, Hawaii. It was amended at the 7th Congress
in Vienna, Italy, in July 1983.

Madrid Declaration on Ethical Standards for Psychiatric Practice,
1986
Approved by the General Assembly of the World Psychiatric
Association in Madrid, Spain, on August 25, 1996, and enhanced by
the WPA General Assemblies in Hamburg, Germany on August 8, 1999, in
Yokohama, Japan, on August 26, 2002, and in Cairo, Egypt, on
September 12, 2005.

Amsterdam
Declaration to Stop TB, 2000
The Ministerial Conference on Tuberculosis & Sustainable
Development, involving ministerial representatives from 20
high-burden countries comprising eighty percent of the global TB
burden, met in Amsterdam, on this the first World TB Day of the new
millennium, the twenty-fourth day of March in the year 2000.
Expressing the urgent need for accelerated action against
tuberculosis, a major killer of our people and a significant
impediment to the development of our nations, the Conference adopted
the Amsterdam Declaration to Stop TB.

The Abuja Declaration and the Plan of Action from The African Summit
on Roll Back Malaria, 2000.
The African Summit on Roll Back Malaria was held in Abuja, Nigeria
on the 25th of April 2000. It reflected a real convergence of
political momentum, institutional synergy and technical consensus on
malaria (and, to some extent, other infectious diseases issues).
Forty four of the fifty malaria-affected countries in Africa
attended the summit. y signing the Declaration the African leaders
rededicated themselves to the principles and targets of the Harare
Declaration of 1997. They committed themselves to an intensive
effort to halve the malaria mortality for Africa's people by 2010,
through implementing strategies and actions for Roll Back Malaria,
as agreed at the Summit.

Abuja Declaration On Hiv/Aids, Tuberculosis And Other Related
Infectious Diseases, 2001
Heads of State and Government of the Organisation of African Unity (OAU)
met in Abuja, Nigeria from 26-27 April 2001, at a Special Summit
devoted specifically to address the exceptional challenges of
HIV/AIDS, Tuberculosis and Other Related Infectious Diseases, at the
invitation of H.E. President Olusegun Obasanjo of the Federal
Republic of Nigeria and in accordance with the agreement reached at
the Thirty-Sixth Ordinary Session of their Assembly in Lomé, Togo
from 10 to 12 July 2000.

Declaration of Committment on HIV/AIDS, 2001
In June 2001, Heads of State and Representatives of Governments met
at the United Nations General Assembly Special Session dedicated to
HIV/AIDS. The meeting recognized that the AIDS epidemic had caused
untold suffering and death worldwide. The UN Special Session also
served to remind the world that there was hope. With sufficient will
and resources, communities and countries could change the course of
the epidemic. Heads of State and Representatives of Governments
issued the Declaration of Commitment on HIV/AIDS. This Declaration
sets out a series of national targets and global actions to reverse
the epidemic and Member States are required to submit Country
Progress reports to the UNAIDS Secretariat every two years.

Political
Declaration on HIV/AIDS, 2006
In 2006 UN Member States met to review progress achieved in
realizing the targets set out in the 2001 Declaration on HIV/AIDS. A
Political Declaration on HIV/AIDS was adopted unanimously by Member
States on 2 June at the close of the United Nations General Assembly
High Level Meeting on AIDS. It reaffirms the 2001 Declaration of
Commitment on HIV/AIDS and the Millennium Development Goals, in
particular the goal to halt and begin to reverse the spread of AIDS
by 2015. The Political Declaration also recognized the “urgent need
to scale up significantly towards the goal of universal access to
comprehensive prevention programmes, treatment, care and support by
2010.”

Graz Declaration on Disability and Ageing, 2006
The Declaration issued on 9 June 2006 is an output of the European
conference on “Disability and Ageing – Ageing and Disability”, held
in Graz, Austria, including various stakeholders from both the
disability and ageing field: People with physical, sensory and
intellectual disabilities; Older people; Family and professional
carers; Service providers; Authorities; Politicians and policy
makers; Academics and researchers; and Health professionals.

Convention for the Protection of Human Rights and Dignity of the
Human Being with regard to the Application of Biology and Medicine:

The Treaty of Lisbon amending the Treaty on European Union and the
Treaty establishing the European Community entered into force on 1
December 2009. As a consequence, as from that date, any reference to
the European Community shall be read as the European Union.

Youth Declaration from 5th Asia Pacific Conference on Reproductive
and Sexual Health and Rights, 2009
Youth participants of the 5th Asia Pacific Conference on
Reproductive and Sexual Health and Rights, held in Beijing, China on
17-20 October 2009, called for policy makers and decision makers
from government, donors, private sectors, as well as civil society
to actively address sexual rights and reproductive health of young
people as a global goal with specific time bound indicators.

Political Declaration on HIV/AIDS - Intensifying our Efforts to
Eliminate HIV/AIDS, 2011
Thirty years into the AIDS epidemic, and 10 years since the landmark
UN General Assembly Special Session on HIV/AIDS, leaders came
together at the 2011 UN General Assembly High Level Meeting on AIDS
from 8–10 June 2011 in New York. They reviewed progress and adopted
a new Political Declaration that includes new commitments and bold
new targets which will create momentum in the AIDS response.
